The proficiency of web designers can vary greatly. This can often be attributed to the fact that web design involves two very different disciplines - Design, and Programming.
Just because a designer can draw a great looking website on 'paper' does not mean that it can be transformed into a correctly constructed and operational web site. The same can be said of programmers who often have a unique - but not necessarily agreeable - take on design!
